CEPAC Victoria Hall ACV bid, November 2018
On 9th November 2018, CEPAC made a formal proposal to Ealing Council concerning the Ealing Town Hall Asset of Community Value (ACV), in the form of a proposal concerning the Victoria Hall charitable trust.

Summary of ACV Proposal by Ealing Performance + Arts Centre Ltd
The Victoria Hall and related areas belong to a charitable Trust. It is presently run by Ealing Council as Trustee, which has not managed the assets in the best interests of the charity. It now plans to sell a long lease of the whole of Ealing Town Hall to Mastcraft Ltd to develop as a ‘boutique’ hotel.
Our proposal is to remove all the Trust property from sale, and put it under a new independent Trustee body. This would be appointed to develop and manage the property as a community arts centre according to the Trust’s Objects.
This is in line with approved national and local planning policies. An arts centre for the benefit of the wider community in Ealing would be established to operate the Trust’s assets profitably, as a key element in enhancing the attraction of the town centre as a cultural and leisure “destination”.
Our plan would settle the extent of the Trust’s property, by the Council transferring to it the areas the immediate north and east of the Victoria Hall through a Community Asset Transfer. This can then be used as part of the arts centre, at no cost to the Council.
The Halls would run as an independent community centre. Our professionally produced business plan demonstrates that more positive management could produce gross income at least 50% higher than that obtained by the Council over the past five years.
Profitable operation would provide for the long term maintenance of the Grade II listed building. This would remove the need for any further revision to the Trust Deed to allow the Council to transfer any of its assets, which is neither necessary nor desirable.
Finally, it proposes that these arrangements be agreed and initiated without any further delay, so that a new centre can be fully operational before the end of 2020.
