Ealing Performance & Arts Centre set up CEPAC in 2010 to campaign for independent performing arts facilities in the centre of the borough.
We started with a survey to prove that the demand is there. Then we commissioned a feasibility study from a leading arts organisation consultancy to show how the finances would work. In September 2016 following lobbying by CEPAC, the Neighbourhood Plan adopted by the Central Ealing Neighbourhood Forum gave the highest possible priority to the provision of an arts and performance facility in the town centre. On 13 October 2017 the Central Ealing Neighbourhood Development Plan was overwhelmingly approved by a referendum of both local residents and businesses. The Plan now forms part of the statutory development plan for central Ealing, and will directly influence decisions on planning applications that affect the Town Centre. Since then we’ve talked to a number of developers and site owners and explored a number of options for an Ealing performance, arts and exhibition space. In November 2017 CEPAC launched an appeal for funds to develop a plan for an arts centre in central Ealing. The money has been used to set up a charitable trust and to pay for technical and business feasibility studies for a location. In June 2018 CEPAC put forward a proposal to convert the Victoria Hall into a performance and arts centre. We believe that such an arts centre would be a good fit for the hotel development being sought by the Council for the rest of the Town Hall site, as well as fulfilling the aims of the charitable intentions of the donors who set up the original Victoria Hall Trust. Sine then we have developed detailed physical and business plans to upgrade the Victoria Hall and its associated spaces into a suitable venue.
